It would be interesting to mark dividers when major rule changes came into play. I think the biggest are:
1991 soundscan introduced
1995(?) singles only allowed to chart once they have sales (previously they could debut the week a song was scheduled to be on sale, leading essentially to "mostly airplay" debuts and then big jumps in week 2)
1998 airplay only songs allowed to chart
2005 digital sales incorporated
2013(?) streaming incorporated (although some streaming was included before right? I forget what exactly they changed to enable Harlem Shake)

On the Hot 100 Airplay chart (called Top 40 Radio Monitor at the time), "Erotica" debuted at #2, so maybe that's what you were thinking of. That chart is what American Top 40 was using at the time.

That's why "Harlem Shake" appeared out of nowhere to debut at #1.

Furthermore, they first started including streaming in 2007, but it only accounted for roughly 5% of a typical song's points, and only streams from AOL and Yahoo Music were included (obviously completely irrelevant today). Streaming didn't start to become a meaningful component until 2012, when they added Rhapsody, and I believe Spotify, and others.

Quick question: isn't Iris included because it appeared that high the first time that the new Hot 100 with AirPlay-only hits was published? If so, it should have an asterisk, and then I'm Your Angel by Celine Dion and R Kelly should also be included because it officially debuted that same week (although the test chart showed a jump from outside the top 50)

I absolutely have always agreed with this. And especially if Harlem Shake is allowed to appear on the list of #1 debuts. If the rules the week Harlem Shake hit #1 were in place the previous week, it would not have debuted there either. So it's a case of inconsistency. I believe that both songs should count as number one debuts because they both appeared on an officially published chart at #1, but if IYA doesn't count, nor should Harlem Shake.

Very interesting to see that after John Lennon debuted at #20 with Imagine in 1971, it took 14 years to have another song debuting at least that high --by another legend like Michael Jackson. Then it was only in 1991 that another song debut even higher, by another legend like Madonna, with the highest debut since Let It Be actually :O
In a way this shows yet another example of M's "luck" in the charts. Rescue Me could've been a much bigger hit than its peak indicates. The demand was there, the song was hot but release decisions by WB many times in M's career have been almost impossible to understand. Argh!

I've always wondered why singles pre-1995 rarely debuted in the top ten. The "allowed to chart before they were officially on sale" rule makes sense, but then you would expect huge jumps the weeks they did go on sale, which wasn't always the case. Take I Just Can't Stop Loving You and Like a Prayer, for example, both lead singles from very established artists, debuting well outside the top ten, but even when they did seem to go on sale, it still took several weeks for them to get to number one. Even after the Soundscan era began, songs like Dreamlover and Erotica entered the single sales chart fairly low and took some time to climb up. I know the market wasn't nearly as front-loaded in those times as it is now, but you would really expect bigger starts from people like Michael Jackson and Madonna. Was it that retailers didn't report newer singles as much, or was it based on a rolling 4 week average or something?
