Rihanna's never been one to debut super high, especially around the time of We Found Love or Diamonds, because most of her hits were powered by airplay, the slowest component to catch on. Taylor Swift would have had three top two debuts but Mine leaked early and forced them to release it early, which resulted in a #3 debut. Also, that song she did for the Valentine's Day movie was so bad (and so frontloaded), that it feels wrong to see it there. what about Shake it off and Bad Blood? Taylor Swift No. 1, "Shake It Off," Sept. 6, 2014 No. 2, "Today Was a Fairytale," Feb. 6, 2010 Shake It Off is mentioned on the list above. Bad Blood jumped from #53 to #1 in 4th or 5th week, not sure.

SIO debuted at #1, which is correctly listed on that article. Bad Blood first entered as a promotional single, peaking at #78 and charting for two weeks. It re-entered just outside top 50 with the Kendrick remix before jumping to #1.

All debuting at two means is that it was a good week

With streaming taking full power in chart percentage, I think top 10/#1 debuts will lose value as rarities. I think in following years most #1s will have debuted #1.
Shape of You, I'm the One, Look What You Made, Rockstar, God's Plan, etc having huge splashes the past year. Despacito, Finesse, and Perfect also vaulting up the chart immediately after new high-profile remixes.
With streaming the consumers have access to the music quicker than ever and can make a hit within the first day something is released so it makes sense huge debuts will become a 'norm'. In a time when the entire country has internet access therefore can consume a song the first day its out that is only natural.

The fact that TWAF is Taylor's second best debut ever is annoying Honest question: how did that end up debuting so high? I know Taylor has always commanded the power to get pretty big debuts, but TWAD wasn't even a (radio) single was it? Pretty impressive.

Digital Sales were so big back then. Easily the biggest Hot 100 factor or hit factor. So, Taylor had built a big following from her first two albums and of course 'Fearless' was huge so there was anticipation for new Taylor music.
That's probably why all of the 'Speak Now' and 'Red' promo singles had such amazing debuts.

What are the factors for the sudden large number of debuts from 1995-1998, then a shortage aside from Idol singles in the years afterward?

Billboard changed the chart date eligibility in 1995. A physical single - only available in record stores - was able to chart back then. No album cuts, nothing unavailable to buy as a stand-a-lone. (The way it had been for 50 years).
But until then, BB could chart the song on the Hot 100 when the single was announced and shipped out, thus technically BEFORE a single copy sold, adding sales points. Thus many songs - pre-Feb 1995 - debuted a week 'early' on the chart - at lower chart positions - simply with only airplay points.
This changed in 1995 when BB said, "No - only chart a song after it's been available for sale for 7 days with sales points. Thus songs started to appear much higher (without that fake week) … or with huge jumps by random r&b songs like "Brandy's Baby", rarely seen before.
Michael & Janet's "Scream" was the first 1st week MEGA top 10 debut - at #5 - but because it was a superstar duet in demand for 10 years, it was mind-blowing, but not a surprise. The big shock was the following week when Biggie - still 'relatively' unknown - debuted at #5 with a song unknown to the mass appeal audiences.
This scenario continued as Airplay-hits were released commercially late enough in the game to debut high. Until in 1998, BB allowed all radio-only songs to chart, regardless of retail availability - and thus everything debuted low, with very few retail points (as store singles were disappearing). Only huge demand retail songs like American Idol coronation songs were released, creating those conspicuous #1 debuts.
When iTunes and streaming got up and running in 2005, we have the current scenario.

243 songs in chart history have debuted in the top 10 I wonder how many top 10 songs total there have been in the history of the Hot 100, to give an idea of how "rare" it is to debut there.

So overall the rate is 243 out of 4,878, or about 5%, but it does make sense do divide it into those two time periods due to drastically different chart rules and methods of compilation.
It's interesting that the 3 before 1995 were all by the Beatles during only a year and a half stretch between 1968 and 1970. Of course they were enormously popular and and if anyone could do it before 1995 when it was so hard it would be them, but it seems that it goes beyond just their popularity and that something must have been different with the chart rules during that brief year and a half stretch that made it easier for them to do it, and that outside of that stretch the rules must have made it nearly impossible or actually impossible. Of course there were other enormously popular artists and songs that there must have been immediate demand for besides the Beatles during those first 37 years of the Hot 100, and it just seems fishy that NO ONE else was able to do it.

Taylor only needs a top 5 debut so she'll have debuted on all positions in the top 10.

Your first paragraph really predicted where we are now with the Hot 100.

Do you guys feel that a #1 debut is a historic achievement, per say? I think it’s cool, but just like the Billboard 200, it’s become more commonplace to see high debuts. It’s not as fascinating as when Clay Aiken or Britney Spears did it back in the day... and it felt like a harder task to accomplish.
The ones that pulled it off after Dec. 1998 did so with the lack of airplay accumulation prior to the release. American Idol contestants scored #1 debuts in 4 consecutive years, and that’s based on first week sales that dwarfed the competitors. Around this time 15 years ago, the singles sales were looking mighty rough, and worse than it is now. 100k in CD sales guaranteed you a #1 debut even with 0 airplay.
Then in today’s world, it’s become an easier task to pull with streaming. It’s hard to view this feat as special anymore. I see the same thing occurred with the Billboard 200 after the Nielsen switch.

I don't feel #1 debuts are that impressive anymore. I think it's more exciting to see a song work it's way up thr charts to #1 these days.
