Like "Don't Speak" by No Doubt. Huge song, especially on airplay, didn't even chart. Hypothetically would it have been better if it had been allowed to chart but peaked at, say, #7 because it didn't have any sales points? Yes. Not every situation needs to be all-or-nothing.

Yes. Not every situation needs to be all-or-nothing. I mean I agree, but I also feel like there would be a lot of people complaining that a #7 peak doesn't represent its actual popularity. I feel like it was a no-win situation. Yeah, but people will complain about anything. The charts will never feel 100% accurate under any system.

Was Torn really a #42 hit? Iris a #9 hit? Both would likely have hit #1 in today's environment, but at least they got to chart.

These were both #1 hits in my opinion. The fact that they were Hot 100 eligible long after their peak at the point of the rule change is irrelevant. The fact they are #42 hits and #9 hits are a happenstance of where they were on their downhill slide at the point of the rule change.
But there lies the debate. Which chart do you look at? Depends on what you prefer.
