I HIGHLY doubt Taylor will keep her songs from Spotify this era, especially considering the negotiations she was said to be having with them last year, and the release of her catalog onto the service earlier this year.

It's not a US-only thing. Dua Lipa's New Rules is the first UK #1 hit for a lead female since Hello as well. Friday release on all the major outlets (yes, including Spotify, otherwise she's not gonna do it) is Taylor's best chance. 200K downloads should be doable for her. Did 'New Rules' benefit from the new rules of cutting streaming points? If they didn't cut Despacito's streaming points, maybe Despacito is still #1 at this point. I'm not sure. New Rules was #2 on sales (below What About Us, but above Despacito), but only #4 on streams (where Despacito kept the top spot). It was probably pretty close but Despacito would have probably kept #1 with the old rules. Two songs have dethroned Despacito since they started cutting it's streaming, Wild Thoughts and Feels, and both did it only because of the new rules, as Despacito was still #1 on both sales and streaming on both weeks. At least it's making the UK charts move faster. I wouldn't hate some sort of change to the Hot 100 formula soon-ish.

Or the time they changed the BB200 rules to allow the Eagles to debut at #1, blocking Britney Spears from the top spot.
Granted, that change made sense, the difference was huge between both albums, with the Eagles selling more than double of what Britney sold that week, it's just that changing the rules in the middle of the chart week seems pretty unfair.

The article says that if the Wild Thoughts discount craze were to continue another week and they again gained 15% and Despacito continues its slow erosion (-5%), Wild Thoughts would be #1 next week
Not likely to happen though as
Despacito is only blocked from #1 now by the solar eclipse and Wild Thoughts sits at #9
