I mean, they also put "Blinding Lights" as a R&B song, and "High Hopes" as a rock song (but omitted "Take What You Want").
Billboard's methodology of categorizing songs is really a weird one.

OT: As for "Truth Hurts", I do consider it leaning more towards melodic hip hop than straight-forward pop, but it's definitely much poppier than "7 rings". I guess the comparisons with "Black Beatles" helped to attach a hip hop label to the song as well.

Wow that's insane.  I had always heard radioplay was down but had never seen a statistic like that. 

Part of it is radio being down, but part of it is also that songs don't get multi-format play like they used to. The songs that had huge airplay totals - We Belong Together and Happy for instance - were played on like 5-6 formats at the same time. "driver's license" is not getting play on that many formats. One big reason Blinding Lights has hung around so long is it gets solid play from more formats than most songs.

I agree they are similar. Ultimately this is why that Melodic Rap Performance category was created at the Grammys, so it's ironic "BG" and "TH" competed in Pop Solo.

At least the fall of radio was gradual. It took 7 years to get to this point. Even that drop does not match the collapse of sales in the 2nd half of the 2010s decade. The fall of sales, starting in 2016, was rather sudden. In November 2015, Hello debuted with 1,112,000 digital sales. Just one year later, in Closer's final week at #1, it had only 72,000 digital sales. That's a drop of 93.53% over one year! (Not to mention, that record fell by the end of 2016, as Black Beatles went to #1 with just 70,000 digital sales.) To put that drop into perspective, imagine that one year after Happy's peak, Earned It had passed Uptown Funk at #1 with 19.77 aud, and then See You Again passed Earned It the following month with 19.23 aud.

I don't think comparing the record breaking debut of "Hello" to any other week makes sense, though. "Hello" wasn't the norm, and that drop you mention doesn't really tell the full, actual story. You could probably also choose a random week for "The Hills" and compare it to the peak week of "Closer" in 2016 and act like sales increased from 2015 to 2016.
