It seemed like Panic! at the Disco was bound to remain a one hit wonder from 2006, so it was definitely a surprise when they came back and hit it big 13 years later in 2019 with "High Hopes" which turned out to be an even bigger hit than their previous.
Also, Bone Thugs-N-Harmony seemed as though they would just be a forgotten group from 1996, but they managed to score a comeback hit 11 years later in 2007 with "I Tried."
As a Y2K era (late 90s and early 2000s) band, Matchbox Twenty seemed like they weren't going to crack the charts again after "Bright Lights" fell off in 2004, but 3 years later in 2007, they managed to have a big hit with "How Far We've Come."
It was also quite a surprise when Gavin Rossdale (popular with Bush in the mid-90s) came back in 2008 with "Love Remains the Same."
Another surprise was Coldplay. It seemed like "Viva la Vida" in 2008 would be their last hit, but 9 years later in 2017, they made a major comeback as part of "Something Just Like This."
Speaking of 2008, New Kids on the Block made a fantastic comeback after a 14 year chart absence (their last hit before that being in 1992) when they came out with "Summertime."
I also didn't expect the Backstreet Boys to have such a big hit in 2005 with "Incomplete." Although, 2005 was still somewhat close to the Y2K era, it seemed like they were pretty much done having hits after the early 2000s, so not a total surprise I guess.
Any others?

Who the hell thought that an EDM duo who made a novelty song about selfies would score the biggest hit of 2016?

Elton John's comeback was kind of surprising in a way . having Dua and Britney on his songs obviously were a big reason for their success though there was no guarantee they would be as big as they were. even without Elton's comeback though his 28 year chart run was longer than most artists mentioned in this thread .

If you asked me after Pink's Try This era, I would never have guessed she'd go on to new pop peaks and sustained success for the next 20 years.

Great points. I even almost mentioned Elton for his recent collaborations, but forgot to. Cher having a hit at the end of the 90s is surprising, but also neat how she was one of the first to use autotune. I did not expect Mike Posner to have a comeback hit in 2016 either. Another good point.
I am glad Pink is currently on the charts. I also didn't think Avril would chart this year and I can sort of see how Beyonce did, but still surprised she had a Top 10 this year. Good to see some of the legends who have been around over 20 years now can still score some hits. Pink, Avril, Beyonce, your turn Kelly Clarkson. Put out a new hit.

BSB also charting again with "Don't Go Breaking My Heart."
New Kids on the Block coming back after a 16-year hiatus with "Summertime."

I wasn't expecting Meghan Trainor to get another big hit again recently with "Made You Look."
I guess you could say that it...made me look.

"Favorite Kind of High" just came out and I hope this is it! But Kelly hasn't really positioned herself for a pop comeback. Pink, Avril and Beyonce clearly WANT it.

I always expected P!nk to make it back because she was far too talented and hungry for it, but I was certainly surprised at Who Knew being re-released and smashing.

Miley Cyrus - For many years Miley was releasing great music but pop radio seemed to always snub her. So when she released Flowers earlier this year, I never expected it to become such a massive hit.
