Maybe Rihanna (lol)....I know Katy Perry is supposed to be coming soon but unless it is AMAZING I doubt she will debutat#1. Gaga is supposed to be coming pretty soon as well so maybe potential there she could stop him? Just will have to see if it will be in the next couple weeks

Well Rihanna and Katy Perry never debuted at #1 I don't think. They were never like Drake or Taylor Swift. So even if they were to get another one I think it'd have to wait a few weeks (or months).

Rihanna could definitely debut at #1 if she actually releases a real comeback single that's attached to a real album and not just soundtrack filler, meanwhile I don't think Katy Perry or Gaga is a threat honestly, they are both well past their commercial days unless they somehow have a single that randomly has a lot of momentum like Flowers was for Miley.

Katy debuted at #1 with Part of Me, when #1 debuts were huge achievements (once a year), California Gurls debuted at #2, and Roar sold 557k copies in its opening week. That being said, I don't think Katy has a chance for a #1 debut lol, top 10 would be amaaaazing for her.

Rihanna on the other hand, still on top of the most streamed artists lists, even without new music for 8 years...Lift Me Up almost did it 2 years ago, and it wasn't a lead single for R9. With the right song, it's totally possible.
