^The simple answer for that would be the artists in the first top 10 of Hot 100. I'm pretty sure that was matched in several weeks right after that. Whether that has been matched in the Hot 100s of future decades would be an interesting discovery.

^ If I had to guess, it would be a period when there was high turnover, and when there was also a lot of new, younger up-and-coming artists, so maybe the late 80s or early 90s right before the Soundscan era.
