Fear of overexposure, 4 of Madonna's songs were on heavy rotation already, Crazy for You just reached #1, "Angel" started charting, hence Sire decided to release "Into the Groove" in UK first. However, it was "Into the Groove" s sales with the 12" of Angel, that favoured the high peaking of Angel on Hot 100. From what I understand, sales of 12" singles weren't included on the Hot 100, back then. That's why it's not listed as with "Angel" on the Hot 100. The R&B chart included 12" sales, and that's why it charted on that chart. Ah, I see. ;) Thanks a lot :)

Hot 100 over the years = Arbitrary, or constantly evolving to meet current market conditions and thus better help inform the music industry that relies on it? I think they have done a pretty good job of adjusting the chart methodology as things have changed in the industry.

Street Date- in terms of how "Into the Groove" was bale to chart on R&B, it received airplay at R&B stations, and 12-inch-only singles could chart on the R&B chart a that time (why there was a difference in that ruling between Hot 100 and R&B, I couldn't tell you). As far as I know, after Teena Marie, Madonna has been the second most successful non-black female in R&B chart history.
RE the Brish acts doing well on the Hot 100- they sure are. But the album sales are another story.
