Issue date 09/26/09 was the last week she wasn't present in the top 10. The next week Paparazzi entered the top 10 and she hasn't left it for the next 32 weeks.

The article is saying "since" 1998(when Usher got his first number 1)nobody has outpaced him. He has the most #1's since 1998...

They are talking about the specific period between Feb 1998 and now. Not earlier in the decade when Mariah had all those other hits.

Also interesting to note that Fergie would have 6 if you coombined Fergie/BEP, and Beyonce would have 9 if you combine Beyonce/DC... I know it's not how the charts work, but it's still interesting to note. :)
