"Since U Been Gone" and "Oops... I Did It Again" were the first to come to mind, especially "Oops." I wasn't even that into Britney back then, but that song and its iconic video made for my formative conception of what a hit pop song was.

I don't know if these count, but Eminem's "Till I Collapse" and J Lo's "Let's Get Loud" both never charted and are still arguably their signature songs (give or take a "Lose Yourself"/"Jenny From The Block").

Another recent example: Arctic Monkeys -- "Do I Wanna Know". Only hit #70 yet it's endured better than many of the biggest hits of the decade. It's like the "Seven Nation Army" of the 2010s.
Also, "Come With Me Now". It certainly feels more remembered than what a #31 should be.

'Toxic' is the best Britney example, mostly because it really should have peaked higher, but I don't think digital sales counted at that point. It absolutely DOMINATED the digital market throughout its run, though. That wasn't even a matter of it feeling bigger than its peak. It factually was bigger than its peak.

I fail to understand how this song peaked at #51 I heard it on the radio so many times a day throughout the summer, love it though. Yep, and I'll throw in Girls Chase Boys by Ingrid Michaelson which peaked in the same spot. I believe it peaked at #52 on it's 20th week, but couldn't manage to get in the top 50 the next week :(

Justin Timberlake's "Take Back The Night" felt a whole lot bigger than its #29 peak. Yolanda Be Cool's "Me No Speak Americano" also felt like it was everywhere in 2010, yet it only barely peaked in the top 40 in the U.S.
Ba Ha Men's "Who Let The Dogs Out" is the ultimate example. Only peaked at 40, and yet becoming a pop culture staple and still remembered today.

It never was a US Single, but charted at #100 on the Hot 100. Still a great song + she looked amazing in the video. I hope she has a song like this on the next album.
