Yeah, I don't remember it being discounted either, and since the remix came out at the beginning of the song's run and promo, I never looked at E.T. or the remix as any form of manipulation or cheap guest star tactics.

But it had to be discounted for me to buy it which means I didn't really value it that much. Same with any discount on anything. The people who passed it up before and then buy it now do not value the song as much or think it is worth $1.29 to download it thus devaluing the songs position on the any chart when most of the other songs are being charged almost double. I don't think it is unfair either. I just want to call a spade a spade. This is discounted to get a #1. If she gets it, kudos to her. Her setting a new record will be a lil' tainted though as people will definitely remark she only got it because of the discount. I think basing what gets to number one on how much its 'valued' is a slippery slope. If I pay full price for a song and listen to it once do I value it more than if I paid half and listen to it 100 times? It's impossible to really judge how much a sale is 'worth' beyond one sale equaling one. A sale should be objective. I don't think you guys really understand what the word promotions means to a lot of people. Yes, it is stupid of them (and I include myself in them), but when people see something cheaper than it usually is, especially half off, they usually buy it, not because they want it, not because they need it, just because they want to take advantage of that discount. I can recall a few times I've bought something that I didn't want just because it was 70% off. See, I bought it mainly because of the discount, even if I didn't want it. I should also highly the difference between not wanting something and disliking something, while the former is more of a "oh hey, here's something I never thought of getting it, but since it's cheap and I kind of like the subject, I'll get it", the latter means you specifically don't like something, which you probably wouldn't get even if it was half off :) I'm not going to comment on you buying things you don't like if they're cheap because that's your issue. But I've often bought music at full price just based off kind of liking it and being intrigued. I don't think that should count less and like I said taking into account someone's motivation or indeed anything other than one sale equaling one is overly complicated and a slippery slope.

I think Billboard should institute a policy based on price for singles and albums. For example, if the base price of a single is 1.29 that counts as 1 unit sold. If a single is being sold for .99 that is almost 77% of 1.29. That sale should count at .77 of a sale.

I don't think that's necessary. I don't understand why it bothers people if labels lower single prices as a promotion tactic. I can't think of many other industries where people COMPLAIN when things are more affordable. The vast majority of people don't pay attention to the charts, and for them this just because a positive market force that makes music cheaper and more accessible.
BB was wise to set some rules around minimum prices but I am glad they are rather low thresholds. The goal of Billboard is to monitor the market, not dictate how the market functions.

I agree that there should be a standard, but not super high. This would prevent discount, decreasing sales, and making the music industry decline even further. There's no real way to do it that "wins" unfortunately, that I see anyways.

Honestly I am sick of hearing/seeing Katy Perry too but suggesting changing chart rules just because it would hurt someone you don't like is kind of ridiculous.
I mean, this stuff would hurt indie artists too. If you are a not well-known artist and putting a good song on sale gets you enough points to reach a chart, that really helps with your exposure. What seems like a gimmick for someone like Katy Perry could be a career-starter for someone new.

Like I said, there's no really good situation. Put in a rule, helps prevent working the system, but also prevents new artists from getting exposed and getting money to continue their work. Also decreases sales in general and makes the industry look worse. Don't put in a rule and people will keep working the system in their favor though. No real win-win idea that I've seen yet...

I am a fan. With that being said, I'd rather one of my favorite artists break a record the 'ol fashion way then discounting a single almost half. I mean if they would have discounted it to .99, I wouldn't feel as strong. But when almost every other song is set at a price almost double yours.... At the end of the day, it's just my opinion. There isn't really a right or wrong answer. And besides, discounting the single doesn't seem to be working anyway. The single is still at the same place on iTunes.

That is funny, because I've seen such opposite reactions to Countdown. Most are people calling it "noise," and watching them in vain trying to search for a melody to latch onto, and wondering why Beyonce has strayed so far from obvious hits. Whatever floats her boat!
