Facebook starts playing the videos if they just appear on the feed. Just saying that it might have 59m "views" but a ) lots of them are from outside the US and b ) are probably just people scrolling their feed.
ANyway, my point is that people/organizations uploading videos on Facebook are very rarely artists because they spread them via Youtube.

I saw it on my facebook feed, and it came through as a link to a youtube video, not one of those videos that autoplays with no sound until you click it. So if it's a youtube video, it should count, right? Yes, with a YouTube embed it should still count, I think.

But a song that's successful on Youtube is likely to be successful on Facebook too. Because if the song is linked on Facebook it's usually from Youtube? Is there something different in this case? I don't see why the views wouldn't be counted if the song's on Youtube? EDIT: in this case seems that the video on Facebook is very successful but I don't really see why Facebook should be added to Hot 100 formula when very rarely a song is the thing to get the attention. Soundcloud is much more important to be added imo because it's all about music. Watching linked Youtube videos count (because those view counts go back to the video on Youtube - this is no different from say, watching an embedded video here on Pulse). The issue here is when people upload videos directly to Facebook. Part of Billboard's criteria is that you have to be willing to report your numbers to them. Youtube, Vevo, and Spotify do; Apple (for videos), Tidal, and Facebook do not. To this extent, it's really out of Billboard's hands. If you do report your numbers, you also have to be willing to categorize and sort through your stuff to separate US streams from non-US streams, and music from non-music. This requires extra work that Facebook may not feel like assigning to its staff or to hire staff to do. The autoplay=view count thing may also be a sticking point, something that Billboard doesn't want to count but that Facebook doesn't want to change or take the time to separate autoplayed views from 'active' views. I wouldn't say that it's "rare" for a song to get attention via Facebook. Less than a year ago, SYA was in a similar situation when the video being uploaded to Facebook first. It's just that usually people who are promoting music do eventually move promotion to 'normal' music outlets - Youtube/Vevo, radio, Spotify, etc. so whatever view counts are lost via Facebook are made up for elsewhere. In Kelly's case, there's no guarantee that will happen for various reasons. And most of those 59 million views are likely from the US, so it really is a shame that you can get a #1 hit out of being background music to a 30-second meme or popular commercial, but then the one viral moment that is clearly being driven solely by the music can't be measured in any way to reflect that.

I think in the Periscope stream they actually mentioned that it has been decreasing one slot at a time each week. It would be quite bizarre and fascinating if it manages to not only spend a week in each position in the top ten, but do so in exactly descending order (i.e. 1-2-3-4-5-6-7-8-9-10 or something very similar to that, since I know it was #6 for 2 consecutive weeks, for instance)
