Yes. But, if there was no 21, would another album have set the charts world on fire? Perhaps another up-and-comer would be filling a niche and attracting a large audience- probably not, but possible, nonetheless. :)

I've disclaimed it as an estimate. I won't be posting exact SoundScan numbers in this thread, anyway, so when they're released, these rounded numbers might not change at all, anyway. If you don't like it, keep your own list.
I'm just trying to maintain a ranking of the top albums released in 2012. I'm choosing not to post exact numbers, but where they are available (for example, almost every album in last week's ranking), the numbers are entirely accurate, albeit rounded. I'll consider rounding to the nearest 500 rather than 1,000 in this week's final (post-Soundscan) update.

^ Exactly. There will undoubtedly be a few other things I have to look to other charts for (the Whitney albums, for example, and any Christian albums), but it won't be so hard.
I'll post that once we have this week's numbers.
Also, I plan on continuing the "Top Albums Released in 2012" into 2013, probably every two weeks. Should that stay in this thread? Or does no one really care about it? Because I'd be more than happy to just keep it for myself and not post the rounded version, or any version, here.

I thought Justin Bieber would be the next one to cross the 1 million mark but now I'm convinced that One Direction & Lionel Richie will get there first.

Up All Night should definitely be first. How is Tuskegee selling? I think it depends how Justin holds up, and how radio latches onto his 2nd singles and on.
