Generally I'll agree that Billboard has done the best they can with the available data, but I would make an exception for 1995-1998, when they dragged their feet needlessly for years before allowing airplay-only songs to chart. It likely would not have affected things like the OSD record, but this is the only era where so many hits didn't chart at all. There were of course one-offs (and a good number of rock songs) that missed the chart before then due to the rules, but by 1995 it should've been obvious that Billboard The Hot 100 was no longer reflecting what was popular due to the rules at the time. We can't really ignore all the other Billboard weekly charts that exist, though, right? The Hot 100 itself was a mess, and it's really unfortunate, so no argument there. The Airplay chart in the 90s wasn't perfect either since it only contained Top 40, Rhythmic, Adult Contemporary, HAC and Alternative stations instead of the whole BDS panel until 1998. Granted a lot of the Urban-only hits had monster sales so they wouldn't have benefitted that much (plus big hip-hop stations like Hot 97 and Power 106 were on the panel from the beginning), but it would've been a more accurate sample. It didn't really make sense to use all sales in the US but not all monitored stations for the Hot 100. Honestly though if we're looking for an inaccurate Billboard chart you should look at Top Video Sales from the 90s until 2001. It was based on ranked reports instead of sales and only counted sales from "video stores" and not mass-market stores so stuff like Playboy videos and concert films were always in the top five. Once they switched to piece count data they all vanished.

^'All I Want For Christmas..." is missing from the 1994 list- it reached No. 12 that year. Of course, that and a few others went on to chart years later. Not sure if anything else is MIA. A
Also, I noticed that Janet Jackson's "Go Deep" has a notation as if it charted on Hot 100, when it didn't.

There's a running list of tracks that charted on Hot 100 Airplay, that were not eligible for the Hot 100 from 1991-1998. In the '80s, this wasn't much of an issue, as just a few notable '80s hits didn't chart on the Hot 100, with one of them - Madonna's "Into the Groove" - even having a commercial single. While Billboard didn't chart "Groove," which sold 600,000-plus units as a 12-inch single and was a top 10 hit on Radio & Records, on the Hot 100, it did so on the Hot Black Singles chart (No. 19, Madonna's third-highest peak on that chart, after the No. 9 "Like a Virgin" and No. 16 "Vogue" and just above the No. 20 peak of "Like a Prayer." Why not at least provide a link to the running list? Because then the focus wouldn’t be only on Madonna.

They probably lifted it from Joel Whitburn's books.
Of interest, last year (2018) was the first year since 1998 when a few songs charted on Hot 100 Airplay (Radio Songs) but failed to make the Hot 100. This time it had nothing to do with commercial-availability, but the songs not having enough points to compete in the Streaming era.

Do we all recall that rule about songs needing to have a commercial single of some sort to chart on the Hot 100, even if it had enough points to do so, but was below the top 75 in airplay? This was in December 1998, with the addition of airplay-only tracks.
