lol at Permission To Dance already down to #27 on its 4th week. It is officially the new Franchise, and will be lucky to reach ten weeks.
Once again, the trend continues of Butter beating projections, while Permission To Dance underperforming them.

"Many" other songs in the '90s sold 3-4 million copies? Can you give a list? All I can think of are "Candle in the Wind 1997" (11 million), "I Will Always Love You" (4 million), "Whoomp There It Is" (4 million), "Macarena" (4 million), "Gangsta's Paraside" (3 million), "How Do I Love" (3 million), "I'll Be Missing You" (3 million), and "Everything I Do." What am I leaving out? I think "One Sweet Day" is in the top 10 of the 1990s in terms of sales, but correct me if I'm wrong. It should also be noted that "OSD" had 6 weeks on Hot 100 Airplay in the previous chart year (a lot for the 1990s), including 2 weeks in the top 10. It was #2 on Hot 100 Airplay the first week of that 1996 chart year. So, it likely would have been higher in year-end airplay if all of its weeks were in the 1996 chart year. All of the songs above it on the year-end chart had their full runs counted. Yeah, I'm aware of those 6 weeks it charted on Hot 100 Airplay before, just didn't want to go into details that much to keep my post fairly short and concise. And yeah, as for all the songs that sold 3-4 million+, I think you got them all, we both seem to be well-learned in our 90s chart/sales history! That's 8 songs though, so I guess you could call that "many" (maybe somewhat debatable I guess), and even more specifically, I believe OSD's Soundscan total is roughly 2.3 million. I know at least one other, The Boy Is Mine, whose Soundscan total is around 2.6 million, and I'd imagine there's a couple others that sold in the 2.5-3.0 million range, which would put OSD's total maybe around 10th to 12th place for the decade. I just think that for a song that was the longest-running #1 of that decade and of all time up to 2017, and which also spent 13 weeks at no. 1 and a majority of its overall weeks on the airplay chart that year, those rankings seem much lower than many would otherwise expect, that's all. I get what youβre saying, but I think it also needs to be noted that βOSDβ sold albums (Daydream returned to #1 during the holidays in large part due to βOSDβ). Some of the 1990s songs that sold more - like Whoomp There It Is, Macarena, and How Do I Live - either didnβt have albums, or the single was the only thing people bought. If βOSDβ was a stand alone single or not from a successful album, it obviously would have sold even more. I think it and βIβll Be Missing Youβ are the only second singles to be on the list, no? Iβm not saying it felt like the biggest hit of the 1990s, and all chart watcher knows a lot about chart runs has to do with timing, but βOSDβ was definitely a huge hit.

It's really nice to have a Chattanooga hometown hero besides Kane Brown or Lauren Alaina (in this case, Isiah Rashad) get on the Hot 100. Yeah, it's only #99, but it's something. After so many false starts and near-disasters with his label, I'm glad this project debuted to good numbers.

Drake needs to drop a new single on Friday. I really thought he'd leave the Hot 100 with the departure of Wants and Needs but luckily the song with Smiley hung around. I really don't want his current streak to end just before he begins a new era.

Billboard has a statistical formula that governs the chart each week - granted it needs adjusting and monitoring from time to time.
But this is obvious but needs to be said for some.
This is a 7-day chart, the goal being what is best way to assist streaming services with playlists and radio programmers and retail outlets in their programming to fans.
52 week clubs and all time lists are not really the priority for a 7 day chart.

When 34+35 was juggling whether the original or the remix was the dominant version, the credit would apply to all weeks each time it switched.

I haven't played Blinding Lights since mid last year (over a year - it got stale on me) and it still on the US charts..... whilst impressive, it should have been made recurrent a long time ago under new rules to give other songs a chance to chart. So who is Billboard favouring?

Yeah of course.
All time lists and 52 week clubs come from this. But I am thinking manipulation of a 7 day chart to mess up fan generated all time lists is not what is happening here.
The chart producers have always been more focused on music services (retail, radio, streaming) than fans anyway which is probably why the Butter thing didnβt produce an immediate formula change when fans reacted online for example. And nothing will happen if one song or another gets robbed from a spot on the year end list or the 52 week club

This is very true. It would be a serious thing, though, if a song's consumption was missed in a way that would cost a retailer money by not having that song available, or if songs were missed that a radio programmer would want to play to appeal to a stations core audience.
