confirmation bias is very much a thing, but Juicy by Doja Cat feels like a top 10, if not top 5. once she inevitably blows up in 2020, i suspect it'll go down as one of her signatures and people will be surprised it wasn't bigger initially.

A lot of Pop radio #1 hits from the early-mid 2000s felt like much bigger hits than where they peaked on the Hot 100. Examples include "Toxic" and "Pieces of Me" by Ashlee Simpson. Pop stars were really getting shut out on the Hot 100 during this period.

These songs are her best English songs she had ever recorded. They always give me goosebumps each time. Can't believe they never charted any higher.

Billy Eilish’s “Ocean Eyes” EXEMPLIFIES this topic, it’s almost at a BILLION streams on Spotify and people *KNOW IT* but it only peaked in the 80s on the Hot 100.
Taylor Swift’s “22” is a known. ass. song. and is way bigger than its sub top 20 peak.
And yes, Xtina’s “Dirrty” is one of the finest examples.

No Role Modelz - it peaked at #36, but it went on to become diamond and is the signature songs of one of the top 5 current rappers.
XO Tour Llif3 - honestly, while it did peak at #7, it just feels like a #1 hit, and a massive one at that. It is the most remembered song of 2027 after Shape of You and Despacito, and the most iconic emo rap track in general.

It might have been mentioned already. Ghost Town DJs - "My Boo" (31) I've always assumed it was huge back in 1996. It was still getting played on the rhythmic and pop stations in the early 00s. I still play this song and I think that should’ve made it to the top 10. It was a hit on 92.3 The Beat and Power 106 in Los Angeles in 1996-97.
