Here's my attempt at a tabulation of the Decade-end rankings for the Billboard Mainstream Top 40 chart. There was a little more guess work involved with this. Simply summing the spins and ranking by spin totals would not have been a valid way of ranking across an entire decade. If you look at the total spins of the #1 song of 2019 versus ths #1 song of 2010, you'll note that spin totals have gone up considerably as the decade progressed (due in no small part to fluctuating reporting panels). If I ranked this by spins, "Eastside" would be #1 for the decade and the highest ranking 2010 song, "Tik Tok", would be way down at #127.
To deal with the spin disparities, I had to come up with a way of weighting the songs to put everything on a more level playing field and to make year-to-year comparisons more meaningful. In this case, I took the average spin count of the top 10 songs of each year and divided each song's spin total by that value for that song's chart year generating a "weight index" value for each song. I hope the results look favorable. For songs with spins that were split between two years, I have counted them towards the chart year in which they peaked.
The date range for this starts with the beginning of the 2010 chart year (December 5, 2009) and ends with the conclusion of the 2019 chart year (November 16, 2019). For the record, a total of 1463 songs charted in the top 40 during this time frame. Here's how the top 200 looks under that methodology. I have put the #1 songs for each year in bold.
