Sadly, you'd have to go all the way back to 2008 when Mariah Carey and Leona Lewis were trading off the top spot with "Touch My Body" and "Bleeding Love". Before that it's another big leap in time to 1998 and Monica's "The First Night" being replaced by Lauryn Hill's "Doo Wop (That Thing)". Earlier in the 90s Whitney Houston's "Exhale (Shoop Shoop)" replaced Mariah's "Fantasy" in 1995. Prior to that we had Mariah and Janet with "Hero" and "Again" in 1993, Mariah and Karyn White with "Emotions" and "Romantic" in 1991, Mariah and Whitney again in 1990 with "Love Takes Time" and "I'm Your Baby Tonight", and Paula Abdul and Janet Jackson early in 1990 with "Opposites Attract" and "Escapade".

Only 7 times in 32 years and 5 of them involved Mariah Carey!

Monica and Lauryn still wouldn't be the first, I just didn't go past 1990. Donna Summer's "Bad Girls" replaced Anita Ward's "Ring My Bell" in 1979. And special mention to all female black groups swapping the top spot with black female solo artists, like LaBelle being replaced by Minnie Riperton, Janet Jackson being replaced by SWV, and Monica replaced by Divine.

All I know is that if Running Up That Hill doesn’t top the Hot 100, there will be a significant formula change. There were 3 weeks when RUTH topped the streaming and sales metrics, and it didn’t crack the Top 3 in any of those weeks. It would be one thing if RUTH did next to nothing on radio, but it’s a Top 10 hit there too. The Hot 100 formula is flawed, and RUTH not reaching #1 is probably the straw that breaks the camel’s back to get significant changes done.

Eh, how many countries besides the US even have radio included as a component of their official singles charts? Seems like most are doing just fine without it. Radio should influence the charts as a promo tool, but not as a chart component.

Current music just isn't that compelling, that's why the catalog music is gaining in comparison to the currents in streaming.

That is not insight nor is there anything interesting about that. That is because Billboard has different weights for streams, reduced the weights for streaming altogether and removed things that are streams. It is totally arbitrary. Streaming is actually up year over year while airplay is not

As usual I am not following the ongoing 'formula is broken' topic.  Topping the individual metrics certainly helps but when the formula uses weighted averages of all metrics being #1 in one or two of them doesn't guarantee anything
About Damn Time for instance is #1 overall despite being #10 in streaming.    Radio is carrying this one.  
Same deal with As it Was
#3 for Running Up That Hill seems reasonable when compared to the others above it
